After almost a year, the Palisades stands at a turning point between meaningful recovery and ongoing rebuild delays. By late August, cleanup crews had cleared debris from roughly 10,000 properties, hauling away more than 2.5 million tons of hazardous material and reopening vital roads. Officials credited the U.S. Army Corps of Engineers with completing the fastest large-scale disaster cleanup in its history.
Rebuilding has been slower and more cautious. About 85 percent of lots have been cleared and around 300 home designs approved, but only 179 new-home permits had been issued by early September. Processing times now stretch beyond two months, mirroring a broader slowdown across Los Angeles County where fewer than 10 percent of destroyed homes have secured permits. Many families continue to face financial and insurance hurdles.
To keep recovery moving, the City of Los Angeles now allows self-certification of building plans and uses automated code checks to speed reviews. Some residents have formed cooperatives to share designs, pool funds, and buy materials collectively. Community groups remain active too, replanting trees, restoring gardens, and hosting workshops on fire-resistant construction. The State of California has added support through new funding for affordable rental housing for displaced families.
Infrastructure restoration has also made strong progress. The Los Angeles Department of Water and Power confirmed the safety of the water supply, resumed billing while waiving interim charges, and cleaned meters for accuracy. The Santa Ynez Reservoir, once offline during the fire, has been refilled with about 45 million gallons of water, improving pressure for hillside neighborhoods.
City leaders emphasize that continued coordination between agencies and an efficient permitting process will be essential to turn cleared lots into homes and help the Palisades fully recover.
